Tetra Tech ARD is currently accepting expressions of interest for the Regional Monitoring & Evaluation Coordinator - Kalimantan based on our USAID Indonesia Forestry and Climate Support Project (USAID IFACS).

USAID IFACS seeks to reduce the threats of deforestation and climate change, and help the Government of Indonesia (GOI) conserve the country's tropical forests, wildlife, and ecosystem processes (including carbon sequestration).

JOB SUMMARY:

The M & E Coordinator reports to the M & E Specialist, and is responsible for day-to-day management operations of the IFACS Performance Monitoring Plan (PMP) at the outputs and annual outcome levels in the project sites assigned. The primarily responsibility of the M & E Coordinator is the management of information/data collected by technical staff at the project sites, as well as audit data before submission to IFACS's M & E Specialist in Jakarta (on a monthly basis). S/he supports the M & E Specialist to develop the M & E instruments, maintains the IFACS PMP database, and trains staff in its use.

MAIN RESPONSIBILITIES AND TASKS:

1. Provide inputs to IFACS reports on the progress of all IFACS indicators;

2. Train IFACS staff, grantees, and sub-contractors to accurately and reliability collect data, ensure that data collection forms and templates are used correctly;

3. Audit and validate all data including reports from grantee and subcontractors;

4. Verification data and input into M & E database;

5. Manage database for all training and capacity building activities in assigned project site;

6. Work with the regional team to ensure timely reporting on IFACS activities.

QUALIFICATIONS (MINIMUM REQUIREMENTS):

1. Graduate degree in community development, demographics, sociology or related discipline;

2. At least 3 years of work experience related to Monitoring and Evaluation of USAID or other International Donor projects;

3. Attention into the details, is a must;

4. Have analytical and logical mind, is a must;

5. Have experience/can demonstrate proficiency in collecting, analyzing and reporting of data;

6. Familiar with Excel and SPSS program;

7. Have experience/can demonstrate proficiency in providing training;

8. Background in forestry, natural resources or climate change is an advantage;

9. Native fluency in spoken and written Indonesian;

10. Professional competency in spoken and written English;

11. Strong coordination and team playing skills;

12. Strong written and verbal communications skills;

13. Demonstrated ability to work with multi-disciplinary teams;

14. Willingness to travel extensively in assigned project site.

USAID IFACS seeks to reduce the threats of deforestation and climate change, and help the Government of Indonesia (GOI) conserve the country's tropical forests, wildlife, and ecosystem processes (including carbon sequestration).

JOB SUMMARY: 

S/he is responsible for the overall implementation of USAID IFACS activities in her/his designated region, including one or more landscapes, in the area of spatial planning in support other components of the project. Spatial planning activities must be closely coordinated with all other regional team members given their cross cutting nature. S/he will report to the Regional Manager and receive technical advice from the Jakarta based Spatial Planning Advisor.

MAIN RESPONSIBILITIES AND TASKS: 

1. Participate in the development of the initial regional, landscape, and district level implementation plans in the area of spatial planning based on the overall project work plan and oversee their implementation. 

2. Develop and maintain direct consultation with a vast array of stakeholders, especially regional, district and local governments, local communities, private sector players, financial institutions and others to establish a vision and direction for the overall landscape programs as well as identifying specific implementation activities.

3. Contribute to the annual planning process for their specific technical area and region and contribute to overall project work plan development. 

4. Define the need for, develop scopes of work, identify implementing partners and oversee the use of project resources in spatial planning at the regional level which may include subcontracts, grants, short-term technical assistance, training and workshops among others. 

5. Provide technical assistance in GIS analysis, map production and district level spatial plan development directly to local communities, government and private sector entities to increase their understanding of and capacity to harness spatial planning as an effective conservation tool. Technical assistance, among other things, will include building local capacity and training local government staff in spatial planning processes at the regional, district and local levels.

6. Contribute GIS analysis, maps, and other inputs as required to district level low emission development strategies (LEDS). 

7. Assure cohesive and consistent communication and dialogue with key regional stakeholders including GOI officials, local communities, NGOs, universities, private sector players, and other donors. This will involve establishing a working relationship with some and information sharing with others. 

8. Assure programmatic, gender and technical integrity of regional governance activities through engaging Jakarta based technical advisers and integrating activities at the field level with other regional team members.

9. Contribute to monitoring and evaluation activities, including the establishment of baselines and subsequent measurement for geospatial related, indicators such as improved management, fire reduction and illegal logging as defined and to development of weekly, monthly, quarterly and annual reports as requested.

10. His/her deliverables will include district level spatial plans, GIS databases and subsequent analysis to support spatial plan/LEDS/monitoring and evaluation development and implementation, maps that support spatial plans/LEDS initiatives/monitoring and evaluation of geospatial indicators, training materials and reports for all workshops and training activities held in the region on spatial planning related themes; and others as defined in annual work plans.

QUALIFICATIONS (MINIMUM REQUIREMENTS): 

University degree in relevant subject matter such as geography, regional planning, conservation, rural development, and others;

Minimum 5 years of experience working in similar roles either for donor projects, NGOs or the GOI; with at least 3 years of experience working on donor projects;

In depth knowledge of the assigned region; should either be from the region or have at least 5 years working there;

In depth knowledge or having involved in the development or revision of spatial planning public consultation and participatory planning;

In depth understanding of GIS, land use, forestry, REDD+, spatial planning policy and conservation issues in the assigned region;

Native fluency in spoken and written Indonesian;

Professional competency in spoken and written English;

Strong coordination and team playing skills;

Ability to engage in activities occurring in multiple field sites with multiple stakeholders across Indonesia;

Willingness to travel extensively in Indonesia.

JOB SUMMARY:

The Project Assistant is responsible for assisting Administrative Officer in providing project support in administration specially in Human Resources. In addition s/he will also assist Grants Team and other Technical Team in doing administration matters.

MAIN RESPONSIBILITIES AND TASKS: 

1. Handling HR administration such as health insurance, timesheet, personnel administration, etc

2. Documenting personnel files properly

3. Assist Grants Team in collecting and documenting grantee application, developing and maintaining grantee data base, assist in making and filing the correspondences

4. Assist Monitoring and Evaluation Team in conjunction with grantee matters

5. Assist Technical Team and Operations Team as necessary

6. Working together with Administrative Assistant and Office Assistant as necessary

7. Undertake additional tasks and responsibilities as requested by supervisor

QUALIFICATIONS (MINIMUM REQUIREMENTS): 

Secretarial Academy or University Degree

At least 3 years of experience in equivalent position

Has experience in HR and administration will be an advantage

Has experience with grants management will be an advantage

Must have the ability to work effectively in a fast-paced, stressful environment

Must be flexible, willing to perform other duties and work irregular hours

Able to communicate fluently and effectively 

Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues 

Must be capable of working both individually and as part of a team 

Native fluency in spoken and written Indonesian

Professional competency in spoken and written English

Ability to engage in activities occurring in multiple field sites with multiple stakeholders across Indonesia
